Changhwa, one of the major aquaculture counties in Taiwan, has to face unprecedented difficulty arisen from Taiwan’s joining WTO in year 2002. Many fishers expect to switch to recreational fishery matching up government’s policy. The main purpose of this study is to explore the condition of recreational fishery development in order to propose concrete recommendations to both industry and government sectors. Compilation and review of the relevant reports and references regarding Changhwa’s recreational fisheries are the major materials in this study. We investigate the behavior between supply and demand sides of Changhwa’s recreational fisheries through sampling survey on the fishers and visitors in four relatively famous sites. We also discuss the superiority, weakness, opportunity and threat, which exist in current management and development in the recreational fisheries. Based on the findings, the major conclusions are as follow:
1. The advantage of this county includes favorable geographical position, convenient traffic condition, plenty sites for angling, various aquaculture types, copious fishing villages, abundant bird group, and rich environmental diversity. The strong willingness of fishers as well as the urgency of the industry is important superiority for the development in recreational fisheries.
2. According to the sampling survey (fishers), Win-Tzu fish market and Wang-Kung walking area are the two sites most significant in improving fish goods sale. Therefore, development of leisure fish market and sites or street for fish sale purpose should be helpful.
3. Most of the surveyed tourists felt unsatisfied to the sanitation and landscaping of the most of the recreational fisheries locations. The two items are the essential measures need to be taken while developing Changhwa’s recreational fisheries.
4. The surveyed fishers and tourists consider the top three types of recreational fisheries suitable for Changhwa County are sightseeing harbor, recreational fish market and leisure fishing village.
5. Due to the limitation of climate, topography and fishery resources, those popular items in other county are not suitable in Changhwa County. According to our analysis, the relative preferable and promising items are leisure aquaculture area, leisure fishing village, leisure harbor, shore angling, pond fishing, fisheries experiencing and etc. However, boat fishing and shallow water fishery need further evaluation.
We also propose a three-stage key step for the development of recreational fisheries in Changhwa County: to improve infrastructures of current recreational fishery resources in first stage; to establish promote certain recreational fishery places to national level in second stage, and in final stage, to reach sustainable development between recreational and traditional fisheries.
