Floor Area Awarding Mechanism for Development of Public Transit Interchange / 大眾運輸場站容積獎勵機制之研究

碩士 / 國立臺灣大學 / 土木工程學研究所 / 90 / Transit Oriented Development (TOD) has been considered as an important principle in urban planning and urban design. The TOD policy aims to create a convenient, comfortable, and cost-effective public transit system through mixed land use and good environment for public transit operation. Thus, constructing intermodal station with well design of public transit interchange (PTI) is an important part in the TOD concept. However, some difficulties exist in acquiring the land for PTI use while public sector has limited resource in modern urban area. On the other hand, planning, designing, and operations of different transportation modes are not well integrated due to the rigidity of the administration. Further more, it lacks of coordination among administrations, regulations and awarding mechanism. Under the present situations, private sector can cooperate with public sector by offering the land needed for PTI, which should allow greater incentives to both sides in order to have an environment for transit operations. In order to implement TOD concept, it is necessary to be cooperated with the current laws and land use regulations. The awarding concept through urban design has been applied in city policy for many years. Floor area awarding is one of beneficial awarding policy. Therefore, public sector could apply floor area awarding mechanism to implementing TOD concept. However, according to the experiences from the similar policy executed in Taiwan, it causes a huge deviation on mechanism design, incentive application and orientation of policy, and therefore other follow-up problems may be caused. Hence, this research explores policy and incentives of floor area awarding for encouragement of public transit station and related facilities based on experiences of the awarding policy in Taiwan and other countries. It is shown that the weakness and unsuitability in the current policy can be a reference when amending the related regulation and act in the future. This research then defines the relationship between the public sector, private sector, and the policy of awarding. A framework of strategy and mechanism for floor area awarding is then developed while responsibilities of both private and public sectors in the mechanism are discussed. It also analyzes the related factors for creating a complete, logical, and operational floor area awarding model. Finally, recommendations for further works in providing a comprehensive floor area awarding mechanism and policy are proposed.
