The “Infrastructure Planning” is the core problem of the government to support the development of construction-related industries or for the purpose of handling the policies relating to infrastructure planning executed by the local government. However, due to the limitation of year budget, a well planning and studying the limited resources of infrastructure planning is required. This report will collect all information and conducting studies and analysis to resolve common issues and evaluate for overall execution of infrastructure planning in various stages. Then, establishing a reasonable, coordinating and decision model plan for evaluating the correctness, rights and priorities of infrastructure planning
The attributes of the infrastructure planning of the local government are multiple criteria and multiple objective decision-making. It includes: complexity, un-certain, and un-estimated. In order to understand the overall infrastructure planning of local government, through establishing and supervising the infrastructure planning system provided by information studies and analysis, the decision maker will understand the overall requirement of infrastructure planning and more considerate.
These studies will evaluate and implement infrastructure planning policies, collect information and conduct all studies and analysis and use the professional services provided by consulting organization and scholars to realize the problem of infrastructure planning of the local government. In addition, adopting the theory of “Multiple Criteria Decision Making, MCDM” and “Analytic Hierarchy Process, AHP” to analysis the procedures and weights of infrastructure planning for establishing and supervising the infrastructure planning system for decision make. Here, we use the real plan─Redeveloping and transformation of Penghu fishing harbors for explanation.
