A STUDY ON THE STRATEGY OF OVERSEA MINERAL RESOURCES DEVELOPMENT -USE ENERGY RESOURCES "COAL" AS AN EXAMPLE / 海外礦藏資源開發策略之研究-以能源礦物"煤礦"為例

碩士 / 國立臺北科技大學 / 材料及資源工程系碩士班 / 90 / Dr. Sun Yat-sen, founder of ROC, said: “Mining industry is root to the industries.” Those words are the best interpretation for importance of mineral resources in modern industrialized society. In all mineral resources, energy resources are the most direct and evitable. In last decade, Taiwan economic and industries has been booming, energy requirements growths rapidly and can be proven by data of Elasticity of Energy Consumption keeps approximately 1.0. However, domestic mineral reservoir is very poor, Energy Import Dependency is as high as 97%, far beyond most advancing industrialized countries in world. Early forwarding into foreign countries to invest in and develop energy minerals and control stable supply is urgent. Otherwise, once world situation changing, mineral supply is cut, then our economic development, national defense and safety will be seriously threatened.
Advancing industrialized countries especially those lack of mineral products in the world, in order to protect safe supply of needed mineral resources, have developed in foreign countries and got prominent results; Mainland China, though endowed with abound mineral resources, also aggressively joins the parade of foreign adventure in mineral investment and gets some good results rudimentarily. Since last decade, native mining scholars, experts and institutes have consistently continuously suggested our Government aggressively assist enterprises invest in mining industries in foreign countries.
According to research, accompanying world economic growth, average energy minerals requirement has increased by 3% per year. Forecast by expert, accompanying world population increase and economic continuous development, energy requirements are growing at same velocity, and so does Taiwan too. There is a mutual sense for our country to exploit minerals overseas, especially, in five surrounding countries in South-east Asia: Philippine, Indonesia, Vietnam, Thailand and Malaysia, those countries are endowed with abundant mineral resources and excellent condition to us both in distance and peoples, include many overseas Chinese there. Those countries welcome foreign investment, offer many favorite and encouraging undertakings, good relationship with us, idea areas for us to invest in, and it is committed by most of our mining industries. America, Japan, Germany, France, Great Britain, Italy and Korean having many successful cases invest and exploit in mineral resources in those areas can be of our good references.
To push invest and develop overseas mineral resources effectively, take most required coal mine as example, initiate first, research and draft strategy and plan, that are divided into two stages: short-term and long-term undertakings sequent. For short-term strategy, begin with most urgent and easy part: establishing database of native and overseas mining information. Then, put up expert consultant system for overseas investment and exploitation, pre-setup capital needed, assist to mining technical output, and transfer local coal mine as base for training and service support.
Concerning long-term strategy, regulating plans and encouraging undertakings is most important, so that it can be carried out accordingly; then, setup funds and company; maintain native skill training and service support base, respectively.
To ensure efforts made, suggest Central Government Mining Authority setup special unit sponsor for this plan, get need budget, collect public opinions, and carry it out. Mean time, unit academic institute, main energy users and mining experts to draft short-term and long-term strategy and undertakings. It can begin with the easiest parts, such as assembling mining information; setup database as soon as possible and sequentially carry all plan out. “It is never too late to begin now.” And all efforts will be paid soon.
