Analysis of Private University in Shanghai,Mainland China / 上海地區民辦高等學校之研究

Since early 1990s, Chinese government started to take on all kind of inspirations from western world and tried to make these adaptations working properly. Private education is always one of the most important subjects that Chinese government put a lot of
efforts into. In order to have increasingly knowledge people among the civilization from all over the country, Chinese government encourages local personnel to dedicate themselves into running new education entities in their hometown. With the purpose of having more and more educated people to help strengthen all kind of aspects of this developing country, Chinese government has provided its best supports and always wished to make more improvements. During past twenty years, the effects of Private University are very obvious and bring Chinese education into another new level. However, while facing a new century, there are still a lot of rooms for Private University to become stronger and more popular all over China.
My research is focus on the Private University in the Shanghai City area. The research covers period from year 1978 to early 2002. The research is conducted by three different analytical ways:
1. Studies and analysis of current available documentations;
2. Physical acquaintances with local Private University in Shanghai ;
3. Case study.
The purposes of my research:
1. Understand the history and the background of local Private University in Shanghai City area;
2. Understand the specialty and current environment of local Private University in Shanghai area;
3. Research for current problems of local Private University in Shanghai area;
4. Provide my research to the people who are interested in the related areas.
Based on the outcome of my research, I conclude that the main problem in the Private University system is that the regulations are always come after problems. There has not enough the regulations and government has lack of power to involve in managing. This also causes some indirect and related problems. Here are some examples:
1.The process of making regulations is always slower than new problems. It makes a lot of confusion between the government and local individuals. There has no standard education structure in the related areas.
2.There has no standard collection for tuitions. The potential problem on this is that the tuitions are always higher than it supposed to be.
3.Since Private University belongs to the level between regular high school and college, the notarizing of the degree and diploma always causes a lot of confusions.
4.There is lack numbers of qualified teachers in this area. It makes problems in both teaching and administration.
5.Students came from all kinds of backgrounds. This makes teaching even harder because students always have different attitudes in learning.
According to the conclusion I have made, I came out with some suggestions. I think the improvement should come from three different aspects.
1.From Government:
1) The government’s administrative department should always attempt it’s best in guiding, assisting and managing Private University. By doing so, private higher school would have more authority through its own efforts.
2) The government should provide positive image of Private University to the public.
3) The government should accelerate it speed in making appropriate regulation regarding to Private University and leading Private University into proper education system.
4) The government should guide Private University by developing proper evaluation and rewarding system.
5) The government should pay more attention in making some kind of interflow with the private schools in Taiwan since it has successful experiences.
2.From School:
1) Schools should change the way they raise funds and make some connection with industry. By this way, there would be more opportunity to create professional knowledge.
2) Schools should build appropriate system to guarantee the basic rights of teachers on their duties. Furthermore, we can have stronger teaching team with specialty.
3) Schools should focus more on how to strengthen moral integrity and get the teaching contents become complete and more typical.
4) Schools always need to find the balances between professional skills and theoretical concepts.
5) On notarizing diplomas and graduation certificates, Private University should come out with a common consensus in order to get rid of confusion from the publics.
6) On the tuition collections, schools should make the fees more reasonable and affordable.
3.Overall suggestion:
1) The information networks need to be update as soon as the environment changes. Beside the process of update, accuracy is also an important task.
2) We cannot ignore the valuation of regional investigation.
3) Private University need to have more local personnel who is interested in
