A Study of the Competitiveness Analysis and Strategic Position of Chiang-Kei Sheik International Airport under the Global Logistic Development Plan in Taiwan / 中正國際機場在台灣全球運籌發展計劃之競爭力分析與定位研究

碩士 / 淡江大學 / 商管學院高階主管管理碩士學程 / 90 / Taiwan plays a key role in the Global Supply-Chain of the Information Industry, also locates in the Center of the Asia-Pacific Region, therefore it is an excellent position for an air-cargo transfer center. By following the “Taiwan First, Global Deployment” principle, the Economic Planning and Development Council of Taiwan promotes the “Global Logistic Development Plan in Taiwan.” This plan will let products delivery, financial capital, and information flows faster, in-order-to let companies based in Taiwan can fully in-charge business opportunities around the World.
The Chiang-Kei Sheik Airport holds an important position in the Aviation Industry of the World. As the latest publication of ACI, this airport is listed as No. 10 and No. 5 of the highest number of passengers and freight volumes. The CKS airport has been short of research documents of airport competitiveness in the past, not to mention on the combination research with global logistics. The purpose of this research paper is to try to develop competitive strength and strategy of the CKS Air Cargo Terminal between the airports of the Asia-Pacific Region.
“MERSI Management Skills” is a business management model that embraces five major competitive elements of the business corporate, including: Mind, Ecosystem, Resources, Strategy, and Implementation. It emphases that once those five elements are in excellent position and cooperate well with each other, then advantage competitiveness will be present, otherwise advantage competitiveness does not exist. This paper is based on the philosophy of MERSI and the Delphi analytics, by using questionnaires to survey related corporate managers, experts, and scholars’ opinions, to make the conclusion. The content of the questionnaire includes the competitiveness items of international airports.
This research paper concludes that the “Global Logistic Development Plan” will allow Taiwan to build a higher degree of freedom, globalization, and efficiency environment for business; the plan will also re-create a new competitive advantage. This “Mind” dimension is highly recognized by related corporate managers, experts, and scholars. In “Ecosystem” dimension, the excellent geographic location of CKS airport, and Taiwan’s competitive advantage in hi-tech manufacturing and international trading are all recognized, although some regulations and law enforcement need improvement. Unfortunately, due to the limitation of international political status of Taiwan, some restrictions of international aviation agreements will affect the convenience of some flight network and passenger or cargo transfers. Furthermore, the future development plan of CKS airport is not well supported; experts wish for the CKS airport to become a “Free Trade Airport.” Also, many expect the government will provide solutions soon. Nevertheless, the success of any organization will depend on the implementation. Besides sturdy Vision and Mission, or brilliant Ecosystem and Strategies, the result of the project will finally depend on Implementation. The infrastructure development of CKS airport is well behind other new airports of the region. The survey states that organization, leadership, and project control of Implementation are well below expectations. This is the real problem area.
