A Study on the ASP Business Model to the Application at the Farmers and Fishermen Association’s Information Center --Case study of Non-Profit Organization Taiwan Farmers and Fishermen United Information Center / 農漁會資訊中心發展ASP模式之研究--以財團法人農漁會聯合資訊中心為例

碩士 / 元智大學 / 資訊管理學系 / 90 / After our joining to World Trade Organization (WTO) , the traditional business of Taiwan Farmers and Fishermen Association (TFFA) will be facing a great impact from a competition of the global and free market, the technical advance and the ever-change of the customer requirements. Therefore the operation of each association of the entire country must do certain degree of the business adjustment or business remodeling to strengthen the ability of competition in order to cope this unavoidable situation and change. This essay is based on the utilization of newly adaptable Internet in the concept of an Application Service Providers (ASP) development trend, structured members and concerns of operation to form up the evaluation criteria, further to study the feasibility of the business model suitable for Taiwan Farmers and Fishermen United Information Center (TFFUIC), and the strategy of how to initiate an ASP program for the TFFUIC.
The analysis method of this essay is focusing on four levels: ASP basics, platform, software and services to analyze ASP developing trend, various entrepreneur of each field involving in the ASP, and the consideration factors and decision making policy of the industry upon the introduction of the ASP. Furthermore, from three points of view: the customer requirement, operation administration, and technical management, to develop the evaluation criteria for the ASP to effectively evaluate each ASP provider in terms of the competitive edge whether it can be counted on as a long term provider of the services in meeting the customer’s needs. Finally, through a real case study concludes the strategy of a business model if the TFFUIC ever steps in the ASP field.
The evaluation criteria under this study it can be used as both indicators for the administrator of the TFFA in selecting the qualified ASP and guidelines in establishing the kernel competition of a pure ASP model. The strategy of the following steps must be taken into consideration when initiating the ASP model at the TFFUIC:
1. Well equipped and manipulated with a superior competitive advantage coupling with the TFFA partnerships, particularly non-banking departments.
2. Setting a priority in lowering the licensing fees even non-charge basis for beta version of the ASP application software to increase the ability of supply and service of the TFFA in gaining the credibility of the members of the TFFA, particularly to the departments of the Supply and Insurance.
3. Changing current payment mechanism into the ASP, mainly on the monthly basis.
4. Holding the system announcement meeting to invite currently non-member of the TFFA to participate.
5. Constantly review most advance technology and management techniques of the related ASP, in the mean time to keep a close relationship with the graduate schools of the universities to maintain the leadership of the TFFUIC in servicing members of the TFFA.
Additionally, in order to lowering the risk, pay attention to the ASP application system must be:
1. Easy operation.
2. Safety and reliable.
3. under mainstream value and game rules within the missions of the TFFUIC under the structure of the TFFA
