Taiwan’s Joining in WTO has had a great impact on domestic industry; especially a heavy impact on the disadvantaged agricultural industry. The Council of Agriculture came up with a series of strategies and measures to face the impacting factors. Taiwan’s Agricultural Strategic Alliance is presented with these challenges and aims to integrate the available advantages, central technology and resources. Through the Agricultural Strategic Alliance, Taiwan can upgrade her agricultural competitiveness, helping to work out the imbalance of agricultural products and keep the prices of agricultural products stable.
The major difference between the Agricultural Strategic Alliance and the former agricultural policy is the mode of development and transforming production-oriented development into a marketing-oriented or consumption-oriented one. The Agricultural Strategic Alliance in industry helps to enhance effects; however, there are some failures. This research is going to do a case study on 〝One County, One Recreational Zone〞 of Recreational Union.(Taiwan’s Agricultural Strategic Alliance divides into four unions: production , processing, distribution, and recreation)For example, the project of the recreational zone in Mei-shan, Chia-yi County, explores the reasons why the Agricultural Strategic Alliance could be very successful. Through the examination into the implemental effects of this project, we give some suggestions for this project and some references to the counties which also practice 〝One County, One Recreational Zone〞. We look forward to agricultural industry in Taiwan making stead progress , escaping the pain of transformation period, and creating another agricultural miracle.
