It is because people lack of law-obey aspect and the participants limitation in government executive division. During this forty more years, the government can only do three ways to manage undocumented factories: (1) punishment; (2) guide them legalized; (3) guide them to enter industrial zone.
According to the “Law of factory management and guiding”, which was legislated in March 14, 2001, the industrial management division in local government can punish, fine and stop supplying water and electivity for undocumented factories. But it first exists large distance between regulations and execution as the limitation of participants in local government and the concerns of people’s representatives which much lower the effect of punish strategy. Second, the result of legalization will make land piecemeal easily and unfair to documented companies. Third, though the strategy of guiding undocumented factories to enter industrial zone is an active way the government prefers, there is no attractive benefit that local government can supply. Base on this improving motivation, the topic “The key factors for local government in guiding undocumented factories to remove and enter industrial zone-Take Chang Hua Coastal Industrial Zone for Example.” Is decided in this research. We reveal it by the way of document analyzing and deep visiting to gain real reasons of no removing and the opinions and viewpoint of undocumented factories managers.
The key points of this research are the analyzing as follows:
One. Search for the benefit and no benefit factors that undocumented factories managers decide to enter Chang Hua Coastal Industrial Zone or not under present invest circumstance.
Two. Supply more profit for undocumented factories to enter Chang Hua Coastal Industrial Zone and decrease their entering cost under changeable conditions.
Three. Discuss the affective factors; search for key factors
Four. Supply improving strategies and suggestions for the government finally.
Collect the result of our discussion in this research, we get some findings as follow:
One. Undocumented factories won’t remove and enter Chung Hua Coastal Industrial Zone under present condition.
Two. Most visitors are waiting for the land legalization so that they won’t enter Chung Hua Coastal Industrial one; Waste high cost in rebuilding factories; visitors don’t trust the government; no public transportation network; difficult to hire labors; salt and wind disasters; too big terrain to build factory; no industrial Zone living facilities; and sanded land can’t endure the heavy machines are very important considerations that the undocumented factories managers decide no moving.
Three. According to the visitors’ opinions, if the government can change and revise her manage strategies on undocumented factories, there will be many good ways to attract them to enter the Chung Hua Coastal Industrial Zone. The main attractive ways are: “decrease removing cost”, ”establish enterprise guiding organization to assist companies in technological research and development and their industrial upgrading”, ”release the limitation of foreign labors entrance and separate their salary standard from local labors”, “Straight sail between two sides”, “establish free trade port”, ”establish factories for companies and supply 006688 land rent discount for them”.
