碩士 / 大葉大學 / 工業關係學系碩士班 / 91 / ABSTRACT
Ever since the new government team took over the reins of the government, the team continuously pushed forward various new policies. However, not every one policy could be pushed forward smoothly. Based on the conflict incidents of both parties, this research will conduct in-depth understanding on the reason and types of conflict hoping that the related factors can be discovered through this research.
This research verifies that the reasons for occurrence of conflicts are too many and most of them conform to academic theory. However, factors like interference by other groups before the conflict etc. will allow the condition of conflict of both parties to become fiercer and even they will try to allow the momentum to surpass the other party. The site in the course of the conflict will also affect both parties.
When pushing for new policy, the government should study and formulate considerable matching measures so that the public can cooperate. The attitude of interaction between the government authority administrative personnel and the public should base on a good interaction relationship as the starting point and the laws and regulations shall be the base line of interaction. In the future, government authority should emphasize on utilizing public relationship to push forward public policy and to build up good relationship with the public. By combining the public opinion of the locality and the civil resources, it can bring the entire strength into full play so that the policy can be combined with the requirement of the local public and that is the most ideal policy.
