ABSTRACT
Following the development of global economic, there is great demand for international trade activities in Taiwan. Commercial harbors serve as an important base of import and export trade operations for a country, and an important passageway for freight and passengers passing in and out of the border between two areas. Even more, commercial harbors are an important hub for sea transportation.
In current stage, the core of development for commercial harbors lies in the operation performance in the third party companies in commercial harbor district. Several factors that have great impacts on the development of commercial harbors include the management, computerization and automation of operations, logistics efficiency, and development of intermodal transportation and inbound-outbound traffic systems.
The important issues facing by Taichung Harbor are to facilitate the goods transportation between Taiwan and East Asia area, to strengthen the position of operation hub in Asia-Pacific area, and to expand Taichung Harbor as a hub of marine transit. At the same time, Taichung Harbor needs to integrate the export processing zone to develop high value-added industries and re-export opportunities to support the country to develop a manufacture center. Due to the fact that the operation performance of third party companies and the growth potential of Taichung Harbor are closely linked, we need to investigate the factors that affect the aggregate performance of harbor operations. These factors might include the infrastructure in harbor district, warehousing situations, and the operation performance of the whole third party companies within Taichung Harbor district. These information is important for formulating a guideline of incentives for further investment and expansion from enterprises. Also, it is essential to provide each of third party companies operation performance information and the direction of improvement for their management.
The objectives of this study are to investigate the current status of operation management for third party companies in Taichung Harbor district, to evaluate the financial performance for each company, to obtain an insight of how each company performs, and to provide a guideline of improvement direction for each company and the Harbor Bureau.
Conventionally, ways of measuring performance for a company tended to apply scaling analysis and regression analysis methods for financial performance measure. The scaling analysis method utilizes only one input factor and one output factor for evaluating. Therefore, it always turned out to be too arbitrary and short of objectivity.
The regression analysis method is incapable to point out the efficiency of each decision making unit, unless the observed factor lies above or below the regression value. Hence, the utilization of single factor is unable to provide overall measurement for a company''s performance. The obtained results from scaling analysis or regression analysis method can not give companies insight of how to improve their performance.
Data envelopment analysis is one of the recent developed techniques for performance measure. Many researchers deem this technique can prevent from the above-mentioned drawbacks. In this study, data envelopment analysis techniques are utilized to evaluate the operation performance for twenty-two third party companies in Taichung Harbor district area. The related data envelopment analysis models are investigated and formulated. The mathematical models include input-oriented, output-oriented, slack-based models. In addition, Charnels, Cooper and Rhodes'' and Banker, Charnes and Cooper''s models are used for analysis. Then, we visualize important information, perform comparative efficiency studies, identify under-achievers, identify star performers, allocate resource more efficiently, and obtain information for planning strategy.
In this study, we surveyed and collected management data from 22 third party companies in Taichung Harbor district area. The analysis of the collected data provide an insight of how these companies operate in terms of manpower and finance. Then, we apply the DEA models for analyzing these data. The input data consist of warehouse area, manpower, investment, wages and rent and administration expense for each company, while the output factors are revenue and loading-unloading quantity. Using the DEA software, the resulting solutions are further used to analyze efficiency of scale, relative and industry and to provide frontier analysis. The information obtained include potential improvement, peer contribution, input-output contributions for each company, and total potential improvement. The obtained results suggest that there exists a great potential of improvement for many companies. The high-ranked management in Taichung Harbor is highly satisfied with the outcome of this investigation.
