A Study os System Structure on Logistic Knowledge Manangement-A case of the Air Force Aero Engine Maintenance Facility / 後勤知識管理系統架構之研究-以空軍航空發動機維修工廠為例

碩士 / 義守大學 / 工業工程與管理學系 / 91 / ROC Defense Logistics Policy is based upon the strategic concepts of Armed Forces for the needs of jointed forces operations. The Logistics Support Management starts from the Statement of Needs of weapon system in the acquisition process, and the Deployment phase of weapon system throughout the process of R & D, Evaluation, and Production. All of manpower, material, and relevant resources have been incorporated into these significant efforts, which are almost uncountable. ROC Armed Forces already have acquired IDF, F-16, and Mirage2000-5 Jets, A-A、 G- A, and Anti-Ship Missiles, the 2nd Generation War Ship, and C4ISR system through the different acquisition processes which would stay in the Inventory for more than ten years. This is the reason why it has to stress how important to implement the logistics support management efforts of Knowledge Management(KM)is the success or failure of the Armed Forces operations.
When we think of the Logistic Knowledge Management, it must optimize the use of Information Technology, and effectively document, categorize, expand, store, and invisible assets, and expect to make use of the creative power of knowledge, to secure the combat readiness rate and improve the efficiency of weapon system, it is therefore to go for Knowledge Management by integrating the Data Base Management and Net Work Communication Technology, in order to provide a knowledge sharing mechanism, and become the vigorous power of organization growth.
This paper is prepared in accordance with the concept of Knowledge Management, which intends to consider how to transfer from the 「Human Management」to the 「Knowledge Management」, be able to transfer the labor cost to the enterprise「Intellectual Capital」, and take the jet engine depot operated in the ROCAF 3rd ALC as an sample, analyze the tasks within scope of its existing logistic management, and to put the emphasis on how to transfer 「lesson learned」and work experiences of operating units to the Knowledge Management Framework. The purpose of the early planning and task analysis of Knowledge Management System is to transfer the individual knowledge to the organization knowledge. When the Integrated Logistic Support System is implemented, the mechanism is designed to be able to share knowledge and rapid coordination among the various units, meet the goal of real time management for maintenance support plan and enhance risk assessment for system operational efficiency, and establish an integrated logistic management knowledge system mechanism, to systemically build a record of data base, and shared with the colleagues. The classification, expansion, and application can be completed by using regular browsers, which might solve the issues of insufficient information communication and work experience filing difficulties, and further develop the knowledge management culture for the case study organization.
