A Study on Using the AHP Method to Evaluate the Feasibility of Marina Constuction Built by BOT-with the Fangliao Marina as a Case Study / 以分析層級程序法(AHP)評估遊艇港埠建設BOT可行性研究-以枋寮遊艇港為例

Fangliao Township is located at the south of Pingtung County, the middle point of Pingtung Plain and Hengchun Peninsula. In order to push coastal sightseeing activities combining the culture of the fishing village and the leisure fishery, and furthermore enlarge sightseeing experience, Fangliao Township Fisherman''s Association and Pingtung County Government investigate to build the Fangliao Marina to adjust to the requirement of Pingtung County sight-seeing development. For the most part, the government invest in building public works including harbor and land service facilities, meanwhile reserve some land space for private enterprises investing in constructing commercial facilities, such as hotel, holiday center, etc. Short-term developmental plan mainly provides the public to participate in yachting activities at sea. This plan should provide enough yachting space and abundant land active range. The Blue Highway is one of the important Pingtung County Government policies, connecting the starting points of signifying regional combining, and linking Kaohsiung City, Kaohsiung County and Pingtung County to be the collectivity of life. The Fangliao Marina is the middle point of the Blue Highway (from Kaohsiung City to Checheng Haikou Harbor), and plays an important part of that. If the Blue Highway were desired to be successful, we must speed up building the Fangliao Marina. The finance of Central Government and Pingtung County Government is so bad that cannot build the Fangliao Marina. Therefore we suggest encouraging the private sector to invest by BOT.
In order to evaluate the feasibility of the Fangliao Marina built by BOT, we use the AHP method (Analytic Hierarchy Process) and the questionnaire to consult the professional group such as the banking, the financial scholars, the government officials, the parliamentarians and the private engineering-consulting firms. We totally send out 120 questionnaires, and recover 94 questionnaires. The recovery ratio reaches 78.3%. According to the result of the weight important factor is political risk (38.2%). On the part of estimating political risk, the most important factor is changes of laws (29.3%) and changes of politics (29.0%). On the part of estimating the risk of project, the most important factor is cost-overspending (28.3%). On the part of estimating the financial risk of the allowanced corporation, the most important factor is that payoff period is too long (28.1%). On the part of estimating the risk of the joint development, the most important factor is developmental benefit is not as good as expected (31.5%).
This research analyzes reasons of above results, and make following recommendations:(1) To enhance investing attraction and continuation of the policy.(2) Perfect plan and design. (3) Having a concept "No borrowing, no execution." (4) The government invests for encouraging private sectors to invest year-by-year. – The government delays putting up capital for encouraging private business to invest in public works. (5) After building, private sectors must transfer ownership and parts of hypothec yearly after building. (6) The government uses by lease for a certain time after building. (7) The government finances private -business investors, and takes back its ownership after building. (8) Well-using turnkey encourages the private sector investing. (9) Incorporating the financial scheme in an estimating mechanism encourages private sector investing.
