A Study of Harbor Engineering Project Management / 港灣工程專案管理之研究

碩士 / 國防管理學院 / 國防資訊研究所 / 91 / Taiwan is surrounded by ocean with crowded population within the limited space. Primary plains are located between coast and central mountain range. Hence, one of major jobs in protect territory is protection for coast and ocean which can maintain the security of life and property. Taiwan has to face the threat of typhoon in summer and fiercely seasonal northeast wind in winter every year. The time for construction operation within a year can be quite short due to the influence of bad oceanic weather. Therefore, harbor engineering design, operation personnel, and machines and tools mobilization planning need to be fast and precise. Then, design and construction will be suitable for customer’s requirements that can be finished before statutory deadline.
Although traditional harbor engineering in management level and conduct has not introduced complete technology information, project can still be accomplished. Nevertheless, within the Internet era and the impact of Taiwan joining WTO, harbor engineering was confronted by a new challenge of global and the immediate. This thesis applies Project Management Body Of Knowledge in harbor engineering of project management, by nine major areas of knowledge to complete harbor engineering of project management framework and macroscopic harbor engineering of project management with new vision, and to set up an actual harbor engineering as a model example of harbor engineering in project management framework, through macroscopic management and conduct, to increase personnel’s horizon. This thesis has also developed a prototype of harbor engineering for Project Management Information System that introduces an illustration of assistance project from the very beginning to the end for each operation through Internet surfing, which can assist the process of project management.
It is hoped that the discussion of engineering management in traditional harbor and the analysis of international project management from the thesis will be a good reference for the current task of project management in harbor engineering. In the future, it also can base on the theory of framework to continue engineering knowledge and management development, which promote competitive enterprise effectively to welcome a new generation of knowledge and an economic era. Hence, to provide domestic public engineering project management with an excellent foundation and the follow up research in the future.
