The present study is intended to look into the feasibility of building an experimental primary school in Penghu County. First of all, by means of a probe into literatures, it will analyze the construct of a trial of an oceanic school for integral awareness of an ocean - oriented school. Through on-the-spot assembling of data, it tries to make sure of how to proceed with the primary school education on oceanic learning. In the analysis of the substantial situations, it would will look into the substantial problems to be confronted. Further through a probe into literatures and theories, it will clarify the connotation of the oceanic school to offer handy reference in the theoretical construction and practice of the ocean - oriented school in Penghu County.
The study primarily adopts the literature analysis approach to build the rationale and characteristics of development and is backed with document analysis approach and on-the-spot interview to observe and collect the site data adequately for study and analysis.
On the grounds of the study results of the oceanic school to be conducted by five primary schools, the following conclusions have come out:
I. In the educational rationale in promoting the oceanic - oriented primary school, they have in most cases dominated accurately the current orientations of educational reforms toward open, multifaceted and applicable development.
II. In the promotion of the goals of oceanic - oriented primary school, most of them accord with the post-modern educational trend to provide students with ecology-oriented education.
III. The curricular design for the oceanic - oriented primary school well reconciles well with the connotation of the current promotion of the school-oriented curricula.
IV. In the promotion of contents and teaching kits for the oceanic - oriented primary school, their design would follow the current curricula with coordinating or supplementary teaching materials.
V. In terms of the promotion of the teaching activities of the oceanic - oriented primary school, with restriction of the teaching faculty, their expertise or community resources, all schools hold different constructs.
VI. In educational evaluation for the oceanic - oriented primary school, a majority of schoolteachers hold the policy toward the study-oriented evaluation.
VII. A majority of the interviewees responded that the establishment of the oceanic - oriented primary school would help upgrade the quality of education in Penghu County.
VIII. In promotion of the new educational policy for the oceanic - oriented primary school, there exist significant predicaments.
IX. In the overall drive of the survey study of the entire Penghu County, a majority of the respondents back drive.
In accordance with the results of the literature probe, survey studies, the researcher would like to offer the following proposals as the a handy reference for follow-up study in the promotion of the oceanic - oriented primary school in Penghu County:
I. In education, Penghu County should try hard to build its own characteristics. The oceanic - oriented primary school is has not only enforcement of curricula, but fulfillment of constructs.
II. In educational objectives, the oceanic - oriented primary school should follow the “open” and “multifaceted” trends to live up to the “innovation” and “competence” as expected by the society.
III. It is proposed that the Higher Education Center be built for schoolteachers and that experts and scholars be retained to effectively guide educators. Penghu County calls for aspiring pioneers to spearhead education to serve other fellow schoolteachers.
IV. It is proposed that the oceanic - oriented primary school be set up to benefit education in the marginal area of Penghu County. This is a significant move toward the post-modern education of Penghu County.
V. It is proposed that a single school, or a selected school be appointed to be developed into the oceanic - oriented primary school to assure the sound quality of school education.
VI. Proposals offered to the follow-up promotion of the oceanic - oriented primary school in Penghu County.
VII. Proposals to follow-up researchers on the oceanic - oriented primary school in Penghu County:
(I) Continually carry out study in assessing the school education.
(II) Continually design the curricula for the oceanic - oriented primary school by means of an acting study, to further look into teaching methods, learning organization and such education related connotation with continual study and improvement.
(III) Continually assess the educational conditions and consensus of the oceanic - oriented primary school to be carried out in Penghu County.
