A Study on the Competitiveness of Taiwan Community Financial Institution -- An Example of Credit Department of Fishermen’s Associations / 提昇台灣基層金融機構競爭力之研究─以漁會信用部為例

碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / Credit Department of Taiwan’s Fisherman’s Associations play an important role in the economic development of fishing communities. However, the issues of resource allocation and competitiveness of the Credit Department of Fisherman’s Associations have not been thoroughly discussed in the exiting literature. In this study, we make use of the data of Credit Department of Fisherman’s Associations to analyze their present operation, and offer a few suggestions based on our analysis as well as the opinions of experts. In this research, we first use the DEA method to measure the efficiency of each Credit Department of Fisherman’s Associations with the data during 1991-2000 to make a comparative analysis of the cost-effectiveness of these institutions. We then conduct a statistical analysis on the basis of questionnaires and consult with the opinions of the management, government officials and scholars in solving the bottleneck of their operations, in promoting their competitiveness and profitability and in the rank ordering of reform projects. Our DEA analysis shows that the means of technical efficiency, pure technical efficiency, scale efficiency, allocative efficiency, and overall efficiency are 0.902, 0.940, 0.960, 0.927 and 0.902, respectively. The major source of overall inefficiency comes from technical inefficiency resulting from the errors in the decision-making and wastefulness of the management. The management may reexamine its operation to determine whether resources are wasted, and make some adjustments to promote technical efficiency. Those with high level of allocative inefficiency may revise the structure of their deposits. Those with increasing returns to scale should expand, while those with decreasing returns to scale should cut down their operations. Credit Department which are relatively inefficient may refer to the slack variable analysis to improve its input and output structure, and to achieve technical efficiency. The means of Malmquist index for all Credit Department of Fisherman’s Associations is 0.982, indicating a decrease in productivity caused by the legal restrictions on the business and services they are allowed to provide. According to our questionnaires and survey, about 70 percent of the respondents think that Credit Department of Fisherman’s Association should be merged into a national agriculture bank. They further suggest that government should amend its Fishery Association Law to allow Credit Department of Fisherman’s Associations to expand their financial services. The professional qualification of the staff must be raised. Restrictions on services offered to non-members must be relaxed. Management control must be centralized. Independence of financial examination must be maintained. In practice, the study and survey results may provide information for Credit Department of Fisherman’s Associations to improve its input and output efficiency, the direction of change for technical efficiency. The result of the questionnaires may also be useful for formulating government policy.
