A Study on Planning and Management for Multiple Using of Fishing Harbors in Taiwan / 我國漁港功能多元性規劃與經營管理之研究

碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / Multifunctional Utilization of fishing harbor becomes a common consensus gradually in recent years. However, there are essential conditions for multifunctional utilization of fishing harbor. If a fishing harbor is lack of appropriate conditions and criterions, then it will have negative effect on the existing fishing port facilities, increase government financial deficit, cause natural resources wasting and managerial problems of fishing ports. The purpose of this study is to design assessment criterions and proper conditions for multiple use of fishing harbors so as to improve the efficiency of their utilization and management. The method of this study is Analytic Hierarchy Process of Multiple Criteria Decision-Making that can turn complex decisions and research subjects to simple hierarchies and systematize the problems we want to study. Depending on the experts’ opinions find out the important degrees and sequences of hierarchy factors, establish criterions for designing multiple use of fishing harbors and study the conflict solving strategies. Besides, the paper also studies the management and operation for multiple using of fishing harbors. Using the studying results above, we draw up the criterions for multiple use of fishing harbors in Taiwan.
