碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / Taiwan became the 144th member of the WTO in 2002. In the future, it is expected to reduce import tariff rates of fishery products step by step. With the opening fishery product import markets, the reduction in tariff rates, and the removal of the non-tariff trade barriers, Taiwan''s fishery sector which was protected directly by the government will face a huge challenge, especially from the low-price fishery imports from China. In this study, we examine the impact on the output, cost, labor usage, production, welfare, and prices of the fishery sector by using a mathematical programming model. The base year of the fishery sector for our equilibrium model is 2001. In addition, we estimate the import substitution elasticities between domestic fishery products and imports. Two simulations are conducted in this study. In the first simulation, we hold the ratio of domestic prices to import prices at 1:1. In the second one, we use the value reported from our estimation of the import substitution elasticities in the model. We draw our conclusions about the impact of tariff reductions in 2004 from the results of our simulations.
The empirical results from both simulations show negative effects on Taiwan''s fishery sector when the fishery product imports from China are allowed in 2004. The total production and the value of the fishery sector may decrease by 1.14% and 3.13%, respectively. Within the Taiwan''s fishery sector, aquaculture will bear the heaviest loss in output reduction. The main idea of the whole study is that the model considered the import substitution elasticities would be smaller than another one. In order to face the challenge of the world markets, Taiwan''s fishery industry must make the differentiation between domestic fishery products and imports. For instance, it must enhance the quality of domestic fishery products to be successful.
