碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / In Taiwan, the recreational activities at sea have been prompt developed in past few years because of the dramatic growing in economy. However, the administrations in the recreational fishery are lack of transparency development policy and stratagem. This article provides some recommendations and strategies for government to consideration. We reviews the administration regulations, the history of policy development, the relevant authority of government agencies and the reaction between the Executive Yuan and the Legislative, then identifies and researching the controversial issues in the process. The main findings are as follow.
1.Market failure occurs in the recreational fishing industry because of the interference from legislative. The profit ratio of the recreational fishing vessels is low, no matter full-time or part-time vessels. Although government has provided subsidy in the fuel of the fishing vessels and free berthing in the fishing harbor, the benefit for the fishing farmers is limited.
2.The government authority approves the recreational activities operating by both of the yacht and the recreational fishing vessels. The items of business are similar but the regulations are different. The cost of new yacht building is lower but the items of business are more than the fishing vessels. The quantities of new fishing vessels are limited, but the price of the fishing fuel and the cost of berth in fishing vessels are lower than the yacht. The quantities of the recreational fishing vessels are more than the quantity of the yacht.
3.The recreational fishery is difficult in management and operation in Taiwan. The limited profit lowers the willing of fishermen to invest in the recreational fishery.
4.The government approvals that the fishing rafts can operate the recreational fishery by the requests from the public opinion. But the relevant federal administration regulations in the fishing rafts are failed and the Acts mended by the local government are unsound. It’s important to manage and administrate the recreational fishing rafts effectively.
5.In the beginning of the approval in recreational fishery by government, the fishermen didn’t feel be deprived of the advantage in the fishing harbor. However, the use of public resources becomes more competitive once the cruise ships perch at the harbor, because of the stream of people, cars and vessels. The fishing vessels are edge out. There are some contradictions need to be resolve in recreational fishery and fishery, e.g. the channel, Perth’s, and the preservation and the usage in fishery resources.
