碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / In the past years, great effort was given to fishermen’s welfare by Taiwan’s Government. For instance, approximately NT$ 70 million of insurance premium for fisherman insurance and NT$ 100 million for fishing boat insurance were paid annually by the government. More over, emergency fund were prepared for fishermen and fishing boat when needed. Special loans are provided for fishermen to meet the demand in fishing operation. However, all of the efforts are still far from enough to meet the demand of today’s fishermen who are confront in a numerous of serious problems. The problems were major occurred in the soaring cost and the decreasing seafood price due to the labor shortage and increase of seafood import. The problems then furthermore resulted in the decrease of fishermen’s income and failure in fishery development of Taiwan in the future.
For maintaining a reasonable living level of fishermen and a consistent development of fishery industry in Taiwan, the current fishermen welfare measures need to be studied and improved, so as to establish a better welfare system of Taiwan’s fishermen. That is the purpose of this thesis.
The method of this thesis, at first a documentary review and a theoretical approach on fishermen welfare system were carried. Then great effort was given in the discussion on Taiwan’s fishermen welfare system and their implementation based the analysis of historical documentation and statistical data. Focuses of the discussion included historical change of the regulations, present situation and the problems, detail comparison of the welfare system between fishermen, farmers, workers, and with Japan. This paper finally proposes some alternative measures after some evaluation and feasible study for the government to improve the welfare system for fishermen in Taiwan.
