An Evaluation of the Potential Benefit-Cost Ration of National Museum of Marine Science & Technology / 國立海洋科技博物館興建之潛在益本比評估

碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / The purpose of this study is to evaluate the potential economic benefits of constructing the Museum of Ocean Science Technology. We use the contingency valuation method (CVM) to estimate the benefits from the point of the view of the government and the response of visitors. We then use the cost-benefit analysis to compute the benefit/cost ratio. Our analysis of the questionnaire survey shows that the Museum will play an important role in recreational tourism. The theme of exhibitions will be the key factor in attracting visitors. The public interest for the Museum tends to be concentrated in the vicinity area. Most people still are not aware of the Museum to be constructed. However, after making the information available to them, people interviewed who express their unwillingness to visit the Museum may change their mind. Our empirical results show that the total benefit of the Museum is about NT$1.244 billions a year. If the Museum is to be run privately, the annual benefit to the government will be NT$183 millions. Using CVM, we estimate the value of the Museum is NT$411 per visitor. Multiplied by the number of visitors, the total value would be NT$945 millions.
Using the cost estimate generated by this study, we found that the benefit/cost ratio is 3.93 if the Museum is run publicly and 3.93 if it is run privately. Our result also shows that if the visitors of the Museum spend time in other recreational areas in Keelung, they would be willing to pay NT$1,468 per person. The direct economic effect on Keelung would be NT$2.163 billions. If we consider the multiplier effect, the Museum would have an even more substantial impact on the local economy. Finally, the policy implications from our conclusions are as follows: 1. The Museum should be directed towards multi-functional development with emphasis on the ocean science technology. 2. The Museum should consider forming a strategic alliance with other business and provide plan for tourist packages with other related business. 3. The Museum should establish rapport with the community and make appropriate use of volunteer workers. 4. Government should remove the doubts local people have about the benefit the Museum will create for Keelung area.
