碩士 / 國立海洋大學 / 應用經濟研究所 / 91 / On the basis of a survey of the opinions of members and the elected officials of 40 fishery associations, fishery officials of the government and experts, this study analyzes the advantages and the disadvantages of the paid-in-capital system, investigates the related factors and problems, and makes recommendations on the feasibility of re-instituting such a system. Several conclusions can be drawn from our empirical results as follows: As the political and economic environment changes, fishery associations will have to reform to remain competitive. Re-instituting the paid-in capital system is important step towards sustainable management of the fishery associations because it will allow them to improve their business management, clarify their rights and obligations, increase the interest of members to participate and help promoting their competitiveness. However, after re-instituting the paid-in-capital system, funding for fishery promotion and development will be drastically reduced. It will be necessary for the government to reevaluate the related regulations to minimize the impact. Finally, based on our empirical results, we make the following suggestions: Before the re-institution, government should make its policy clear and provide incentives for members of the associations to subscribe to the paid-in-capital. The existing capital should be liquidated after consultation with the experts. New regulations and other measures should be thoroughly studied and planned. Government may assist the establishment of a commission consisting of experts acceptable to the public to revise the legal aspect of the paid-in-capital system.
