基隆港棧埠作業民營化對船舶靠泊碼頭時間影響之研究

The ships berthing time is getting critical for the ship owners recently, due to the severe competition. It is true that the shorter the berthing time the higher the competitiveness for the port operation. In this study, around 20,000 records of the cargo handling data on the container ships, grain ships, bulk cargo ships as well as the general cargo ships, which covered the period 1.5 years before the privatization and 3 years afterward in the port of Keelong, had been surveyed and analyzed with the statistical means, such as t-test, z-test and the Regression Analysis to see if there were significant improvements and to find out the factors that influenced the berthing time.
It was observed that the berthing time, preparatory time, cargo handling time, net efficiency and total efficiency to the container ships, the net efficiency and total efficiency to the grain ships, the berthing time, preparatory time, cargo handling time, both net and total efficiency to the bulk cargo ships, as well as the berthing time, cargo handling time, net efficiency and total efficiency to the general ships were significantly improved after the port operation privatized. The observation showed out that the privatization triggered the effective site management and the competition between companys, which resulted in a higher service quality and a better efficiency. A shorter in port turning around time was required by the container ships, the privatization made a significantly preparatory time improvement for them. The container ships had the shortest berthing time and cargo handling time in the port of Keelong, the general cargo ships and bulk cargo ships were the second and the third, while the grain ships took the longest time in the port. In terms of the cargo handling efficiency, the bulk cargo ships was higher than the general cargo ships due to the evenly materials and specific handling equipment such as coal unloader, belt conveyer, etc.
For the container ships, the preparatory time were affected by the privatization, value of the sqare root of ship’s gross tonnage, the cargo handling time were influenced by the privatization, number of containers, number of gantry cranes and the net efficiency, the time for departure preparing was affected but not very significantly by the value of the sqare root of ship’s gross tonnage. For grain ships, the preparatory time for starting work was affected by the value of the sqare root of ship’s gross tonnage, the logarithm value of the cargo handling time was not clearly affected by the privatization but by the value of squre root of the cargo handling tonnage, the number of grain unloaders, net efficiency, none working days of rain. For bulk cargo ships, the preparatory time was affected by the value of the sqare root of cargo handling tonnage and the gross tonnage of ship, the time of cargo handling was affected by the value of the sqare root of cargo handling tonnage, amount of equipment, net cargo handling efficiency, none work in the night, down of the crane on board, lack of trucks, down of machinery, none working days of rain. For general cargo ships, the time of cargo handling was affected by the tonnage of cargo, number of the crane on board, net efficiency, none work in the night, down of the crane on board, lack of trucks, down of machinery and none working days of rain, the time for departure preparing was affected by the value of cubic root of the ship’s gross tonnage.
The suggestion of this study is that the program for attracting large vessels to the port of Keelong should be continuously applied. In order to reach a higher container volume by taking the advantage of more deep berths for large ships, consider to deepen wharves #West 22 and #West 23 more. For the cargo handling improvement, the inspection to the cranes and equipment on board, machinery on wharves and the supply of trucks should be emphasized. Further more, the improvement of accessing transportation to the port should be next important step.
