The goals of maritime traffic services are to reduce the maritime traffic accidents, improve the vessel traffic safety and efficiency, and protect the environment. During the past twenty years ships have become more larger and higher speed due to the economic growing speedily. The traffic condition in the adjacent of harbors has become more complicated. Therefore, most of the harbor authorities invest a lot of money on constructing VTS for improving the vessel traffic safety and efficiency. Although the signal station in Taichung harbor has provided some VTS functions, a new VTS for providing more services is also under-constructing now.
This study evaluates the performance of services for vessel traffic in Taichung harbor. The evaluation to the service providers through the service acceptors was carried out by surveys with questionnaires, interview and telephone interview. After the data collected, services performance criteria were established by factor analysis and cluster analysis. Three new services dimensions and three clusters of performance for vessel traffic services were found from the result of this study.
When the VTS in Taichung harbor will be completed in the future, these services dimensions and clusters will be able to use as a reference for comparisons with vessel traffic services based on the vessel traffic performance evaluations.
