A Study on Coordination Mechanism of Sea Wrecking Search and Rescue between Taiwan, mainland China and Hong Kong / 建立兩岸三地海難搜救合作之研究

碩士 / 國立海洋大學 / 航運管理學系碩士在職專班 / 91 / Taiwan Strait plays as the artery of the north and south ocean transportation of Taiwan. It also provides the navigable water for the North East Asia countries sailing to Europe. In view that the situation of the world economic has been gradually transferred to the North East Asia, as well as that Taiwan''s entrance into the WTO, the traffic volume across Taiwan Strait will also be increased. It will therefore unavoidably create certain problems such as ships wrecking, lives saving, vessels rescuing, and oil spilling cleaning. All of them will have grown pressure little by little. Therefore, how to safeguard the navigation safety and enhance the development of shipping industries are two crucial issues to the both sides of the Taiwan Strait as well as Hong Kong area.
This thesis analyzes relevant regulations of international sea searching and rescuing operations. It also explores search and rescue regulations and organization of sea wrecking rescue of both sides of Taiwan Strait and Hong Kong area. In order to understand the possibility of the cooperation of sea wrecking rescue, the researcher visits and interviews several organizations in Mainland China, Hong Kong, and five domestic sectors. The conclusions of thesis aim to provide certain concrete methods to the government and sea wrecking rescue units for their reference.
