港灣業務費率對船舶進出港行為之影響

The port charge rates are set up by same management indications, except for some provided by different facilities such as public wharf, priority wharf and some specifical adjustment for individual ports. However, most of the port charge in Taiwan are almost fixed.
According to the principle of profit maximum, carriers tend to change their shipping behavior under different port charge rates. We believe that the ships’ entry/depart behavior are affected by the different rate of dockage charge.
This study collected data of ships enter/depart of Keelung port. It is classified into four types including passenger ships, container ships, general cargo ships and tankers (chemical ships included). Chi-square test is adopted to the changing dockage charge. The additional charge for night-hour working, also affected the tendency to entry/depart in the port of Keelung.
The study finds that all ships are affected by the change of dockage charge collection system. In studying the night-hour working, it was found that except for tankers (chemical ships included), the other ships tendency to entry/depart the port are significantly affected. This result is similar to the study of Taichung port. It confirms that port charges rate are an important factor to influence ships tendency to entry/depart the port.
