It is the crucial moment to completely review and re-scheme the sustainable development of fisheries in Matsu to against the coming up “mini three links” and the influence of the liberalization of joining WTO. The purpose of the study is to meet the trend of fishing development and the practical requirements. The scheme is going to thoroughly probe and analyze the fisheries of Matsu in accordance with the characters, current facing problems and sustainable development, and eventually bring up a specific suggestion to benefit the sustainable development of Matsu’s fisheries. The results are as following:
1.Matsu’s fisheries possess distinctive features; however, the fishery labors are seriously insufficient, the consumption of the fishery products is reduced quickly, and the fishery resources are declined sharply.
2.The application of the GIS on the scheme of Matsu’s fisheries, according to a comprehensive estimation of the recent management state and the water ecological of the Matsu’s fisheries, it still proposes taking the present situation scheme as a base, and purely schemes out the set net fishery right, a fishery right compartment for cage aquaculture area, and shellfish aquaculture area, to develop a dainty and distinctive fishery. Moreover, the relative units should proclaim the accepting application.
3.Matsu is not suitable to be schemed the common fishery right area at present for the short distance between the cross-straits and the powerless of law enforcement by Coast Guard Administration.
4.The most serious crisis of Matsu’s fisheries is the harassment and incursion from mainland boats according to the results of questionnaire of the state of Matsu’s fisheries. And the most important turning point is that fisermen start trading, manufacturing, or growing and breeding marine products, and then export them after importing the raw materials. Therefore, the key point is to look for the cooperation between the cross-straits fishery and to promote the Matsu’s fishery culture, ecotourism, and to advertise Matsu’s most famous fish products-yellow croaker, mussel, and fish noodles.
5.The goal of Matsu’s sustainable development is to promote the quality of life for people and have to conquer issues: coastal and marine resource management, energy utility, tourism development, the conservation of ecological diversity, the traffic development, and the shortage of manpower resources.
6.On the basis of the analysis of SWOT, Matsu’s fisheries possess outstanding conditions and turning point for now and future, yet need to take care of themselves weakness and existing threats to ensure the foundation of the sustainable development of Matsu’s fisheries.
7.The policy of Matsu’s sustainable development schemes out five specific measures: the adjustments of production structure, the promote of marine leisure and tourism, the function of complementary mutually beneficial of the cross-strait fishery, the sustainable utility of the fishery resource, and the government’s active guidance and assistance.
8.The directions for the prospective development of Matsu’s fisheries are as follows:(1) to actively develop toruism and leisure business of the small islands. (2) to apply the functions of the mutual benefit and complementary. (3) to continue the basic of fisheries research. (4) to proceed the plan of the yellow croaker breeding. (5) to positively advance the model of cage aquaculture for representation. (6) to carry out the fishery system of the fishery right. (7) to continue the reproduction of the seed release. (8) to build the fishery exhibition hall. (9) to prepare to build Matsu memorial hall. (10) to guide the fishery manufactured products. (11) to establish the fishery and agricultural products monopoly store in Matsu. (12) to improve the packing design of the fishery products.
