A probe into Taiwanese shark fisheries and approaches to sustainable management / 台灣的鯊魚漁業及永續經營之探討

The shark fisheries around Taiwan have a long history. Based on shark remains excavated by local archaeologists, the Taiwanese aborigines utilized sharks up to 4,000 years ago. During the colonial period, the Japanese government recruited fishermen from Japan and introduced advanced fishing gears and methods, which formed the foundation of modern shark fisheries. From the Japanese colonial period to early years in the Nationalist KMT regime, shark landings once ranked high among other marine resources.
From 1955 until nowadays, shark landings in Taiwan have always been exceeding 10,000 metric tons and place Taiwan among major shark-fishing nations in the world. On the other hand, the Taiwanese use sharks fully and shark products combine seamlessly with local lives. In this light, shark fisheries play a remarkable role in Taiwan, both historically and practically. This research will probe into the origin and development of shark fisheries around Taiwan, which will also be emphasized in terms of cultural and soci-economic aspects.
The late-maturing, long-living and lowly productive elasmobranchs are very susceptible to commercial fishing operation. According to recent statistical analysis, the coastal and offshore shark resources seem dwindling; some benthic species become decreasing and even extinct locally.
Precautionary approaches should be adopted for sustainable management in the future. Since there is no precedent for management of shark fisheries around Taiwan, the research will explore examples abroad. Case studies such as shark fisheries collapses and management measures will be examined. Finally, taking into consideration the features of local shark fisheries, the research will suggest some approaches to long-term sustainable management.
