Study on Sustainable Development of Fisheries in Gunliau District / 貢寮地區漁業永續發展之研究

Fisheries is an important industry in Gungliau. Not only tourism and the nuclear power plant have entered the coastal zone of Gungliau, but also the need of sustainable development of resource is respected worldwide recently. It is the crucial time for fisheries to be transformed instantaneously in Ganglia. The study draws up the strategies of sustainable development to present problems with social science research to look for the sustainable development of fisheries to meet the trend of sustainable fisheries development and display the characters and potential of fisheries in the district. The results are summarized as follows:
1. To protect the marine environment and biodiversity is the key point of fishery sustainable development to ensure the sustainable use of living resources.
2. Gungliau district has been and important fishery city for congenitally outstanding conditions and abundant fishes in northeastern coast since the Ching Dynasty.
3. Ormer aquaculture is the main fishery in Gungliau; however, it faces pressures of the invasion by Vibro alginolytticus, and the need to reestablish a centralized professional zone for ormer aquaculture and tourism.
4. The promotion of diversified use in the coastal zone of Yenliau Bay by tourism and the nuclear power plant challenges the fishery sustainable development. It could be a favorable change if the threat transformed to be a turning point.
5. According to the analysis of a geometric average of indices of sustainability of ecology, society, economy and institution, the result of the district is just between bad and medium. Among them, the institution aspect is the pending problem to be solved.
6. Five strategies and the detailed administrative projects are proposed in order to effectively achieve sustainable development of fisheries in Gungliau.
7. To integrate the fisheries into coastal area management and the related authorities should set up the consultative mechanism for the multiple uses of marine resources.
