The early stage of Keelung developed quickly because of its geography environment and became the third metropolis in early years of Republic of China (R.O.C.). Shipping, coalmine and fishery were the three greatest industries of Keelung; the economy was prospered. But recently, because of the competitions between Kaohsiung harbor and Taichung harbor, the operation of Keelung harbor significantly decreases. Besides, the coalmine industry stops production overall after Year 70 of R.O.C. more early, and it causes the economy of Keelung growth slowly. To develop the tourism of Keelung becomes the most suitable way for giving a new life of Keelung. And the most potential tourism resource is ocean tourism. In the development of ocean tourism, Keelung in the central position has important part of it.
Because the ocean sightseeing of Keelung including coastal sightseeing, ocean tourism, special island landscape and leisure-time fishery, and current it lacks of the systematic programming and the development. In this research, we not only collect and analyze the references and the related data of inquiry but also consider conjuring the nearby environment, then positioning Keelung as a ocean tourism city which has unique features of ocean sightseeing in Taiwan, and we get the conclusions as following:
(1) Although the resource and function of ocean sightseeing of Keelung are abundant and immaculate perfect, we should conjure the ocean sightseeing resource of Taipei and I-LAN by pushing programming tour to get the biggest sightseeing benefit.
(2) The resource of ocean sightseeing of Keelung is abundant and diverse, so we should put the ocean tourism at the most important thing in developing the sightseeing industry of Keelung.
(3) The ocean sightseeing of Keelung can be planned to coastal sightseeing, ocean tourism, island sightseeing and leisure-time fishery and put forward the programming of Keelung.
(4) Keelung island based on the consideration of environmental acceptability, the total amount of landing tourists should be under 1200 people; landing time should be limited in 2 hours, and no more than 250 people land at the same period.
(5) Loosing and correcting the related law should be the greatest urgency. Wondering to promote economy and encouraging investment in Taiwan, the design of law should let the investors have benefit first. Hereafter making laws should consider how to help people instead of limiting and controlling.
