Study on the Planning and Management of Marine Ranching in Taiwan / 台灣海洋牧場規劃與管理之研究

On the basis of the 200 nautical mile Exclusive Economic Zone (EEZ), sea ranch is a best policy to legitimately and effectively utilize the aquatic resources around maritime space of Taiwan, and to achieve a sustainable development of fisheries. This study has analyzed successful cases of sea ranch have been executed in Japan, discussed the results of experiences in current performance, probed into the key of a plan and management for future development, and finally proposed some specific suggestions on performance for reference. The results are as follows:
1. A proper plan and management for use in the coastal and offshore is the cornerstone of the sustainable development of  marine fisheries;
2. A plan for sea ranch is one of the most important policies of fisheries to the government, moreover, in Penghu area, with great majority of half closed maritime spaces and superior quality of water, which should be the top priority as a key area.
3. Sea ranch is an integrated high technical ranch, so the technique on multiplying and breeding (organisms), ranch works (aquatic construction and building activities), and resources management (management) are required. The basic idea is to increase waters capacity, enhance the abundance of fishing grounds, and strengthen fishery productivity.
4. The advantages of sea ranch are to raise fishery productivity, to improve the fishery labor, to reduce the fishery cost, to promote the fishery economy, to maintain the environment, to provide leisure and recreation activities and so on;
5. The government ought to actively push the cultivation of fisheries and the development of sea ranch, assist fishery communities in applying for fishery rights to management, draw up fishing access rules, define prohibited fishing zone and closed fishing seasons, limit the fishing tackles, fishing ways, fishing effects, fishing catches, fish size etc., so as to promote a sustainable use of fishing grounds;
6. The planning principles of sea ranch, on the first stage is to plan a prohibited fishing zone by artificial reefs in accordance with all kinds of fishing grounds by putting in artificial reefs; second, to plan and set up a breeding and preserve area of aquatics with the need for breeding fry and release; third, to plan an exclusive fishery right area, and assist local fishermen in organizing a sustainable management with an already established management mechanism of sea ranch;
7. With a deep local feature, the site, installation, management for sea ranch should not only consider the factors as local society, economy, and ecology, but also need to actively communicate and coordinate with fishermen, participation, so as to accomplish the purpose desired, and realize a sustainable development;
8. Establishing a sea ranch, which needs to organize an independent management committee, and draw up management standards; simultaneously, to form a advisory and development group from industrial circles, the authorities, and academic circles to assist investigation and research of sea ranch, to promote a sustainable development on it;
9. Anti-stormy waves designed on cages or the related facilities within sea ranch is required in Taiwan;
10. A successful key to sea ranch is sites where should be located in a half closed maritime space, with a calm and a proper water depth, so it should begin in Naan, the optimum site in Penghu city, as a national testing model to establish a sea ranch;
11. As to open waters, directly to rear aquatics in cage at sea until growth up to market weight;
12. Local fish species is the best choice in sea ranch, and in where needs a sea grass bed, artificial reefs as a nursery to keep the release fish alive; and the feasible species as release fish in Penghu city are Red porgy, Yellow sea bream, Grouper, and so on;
13. A system of breeding with sound effect in sea ranch has been successfully adopted in Japan for many years, which could be self- researched and invented in Taiwan;
14. Sea ranch is one of the new trends of sustainable fisheries development in the future world, and also maintains the staple food supply for man as well as a treasury of living resources. Under the balance of ecology, sea ranch changes barren lands into productive fields, and it is educational meanings on environment preserve, resources protection and sustainable use which is suggested to bring into primary and middle schools or colleges as teaching materials of social science.
