Studies on the System of Maritime Search and Rescue in Taiwan / 我國海上搜救體制之研究

Being located at the pivot for ocean shipping and air transport in Asia , the maritime” search and rescue” (SAR) system and facilities are not well set up in Taiwan although there has been frequent occurrence of maritime distress ever since old days. Our research probes into the relevant international standards and the SAR systems & experiences from advanced countries. Meanwhile, we analyze Taiwan’s current issues and policies on maritime SAR system and finally came up with positive proposals to achieve international standards and ensure the safety of human life at sea. The summaries of our research are as follows:
1. Besides the big concern of humanism, Taiwan has been trying best to fulfills the international obligation as well as actively observes the SAR Convention by the U.N. International Maritime Organization (IMO) etc,, which deserves being praised, however, Taiwan still needs to make more effort to build up a sound SAR system ; to improve the domestic legislation ; and to strengthen/upgrade personnel facilities;
2. Military aircraft and warships are the most effective in SAR in the world, so military plays and important role in SAR. Also in Taiwan’s national SAR center, military is regarded as the main force for disposing stand-by aircraft and warships.
3. The countries such as Germany, England, America etc., all have sound volunteer systems with high efficiency, great morale and no finance burden to the government, which is worthwhile to follow suits and to spread in Taiwan.
4. Mutual support and coordination of cross straits on maritime SAR have been well shaped. Now the operation and collaboration in SAR are going on well.
5. The current issues on maritime SAR required to be solved are : (1)to make sound SAR system , (2) to amend the relevant laws and decrees on disaster prevention and rescue , (3) to establish underwater search and salvage units , (4) to integrate the national and civil SAR resources and to build up a communication mechanism , (5) to establish the SAR communication system on fishing boats and small water craft, (6) to combine exam and drill in one process for recruits and to cultivate SAR experts.
