Ornamental fish is one of the most potential aquatic industries that has the advantage in high benefits, and provides functions of leisure and embellishing environment. This paper probed into the operating status quo of farms in Ping-Tung areas by using questionnaire investigation in order to build a effective operating model, analyzed and concluded the present problems and opinions the industries face, and finally proposed some feasible plans as reference for government’s future policies and the guidance to ornamental fish industry. The results are followings:
1. Chinese is the first country in breeding fish which has been engaged in breeding ornamental fish since the Tsin Dynasty;
2. Since 1980, ornamental fish industry has developed rapidly in Taiwan. Recently, there are approximately 208 ornamental farms in Taiwan. The farms cover an area of approximately 100with hectares, mostly centralized in southern part of Taiwan. The output value of farming is approximately US$20 million. Now, there is a complete ornamental fish industry.
3. With the multiple regression analysis based on the gathering resources from ornamental farms (total cost =0.683 x labor cost + 0.278 x general cost + 0.274 x feed cost), it showed that ornamental fish industry is a technological and labor-intensive industry, so the farm manager must have aquaculture techniques or heir workpeople with good techniques, rich experience, high education and related fields.
4. To raise the profit of ornamental fish industry, it should consider cutting down labor cost, lowering interest and freight in general cost, and feed cost for color enhancement.
5. There are some 90% of breeding industries have not been authorized yet by the authorities in the existing ornamental fish industry, for this reason which must possess considerable business value and relatively with high risk. In order to benefit the development and promotion of the industry, the relevant authorities should face up to the problems on ornamental fish industry, and actively integrate into the standard with register.
6. The price of ornamental fish depends on the market mechanism, however, due to the factors of economic downturn, raising in labor cost and equipment cost resulted in increasing management cost in recent years. And the economic downturn is the main factor of the decreasing profit.
7. Vicious competition among industry, uncommon information, regardless of the industry by government are thought to be the pending problems; even so, there still are full of confidence in assistance in solving fish disease by academic institutions and planting root in Taiwan.
8. Ornamental fish industry is restricted within the relevant fishery law, the government should guide the farmer to register with breeding registry while an ornamental fish farmer receives a culture concession, plan aquiculture areas, provide a finance project through financial institution, and conduct fishery marine insurance to promote the development of ornamental fish industry.
9. The statistical unit of ornamental fish in the Annual Report on Fisheries is “weight”, but in reality it counts by industries as “number”. Both reveal the clear variations in import and export value, and it is lower in the Annual Report on Fisheries. To grasp the development of ornamental fish, it is necessary to correct the statistical deviation so as to benefit the government’s guidance and promotion in ornamental fish.
10. Ornamental fish is for the most part of ornament, and sweet fish is for eating. Compared with each other, sweet fish is required higher culture conditions as well as high risk; furthermore, according to the investigation in the paper, it showed that the benefit of ornamental fish is twice as much as sweet fishes per ping (equivalent to 36 square feet).
11. Singapore is the leader in exporting global ornamental fish in the word, and its benefit exceeds far from Taiwan’s. It could be the reasons that the government is very concerned with the industry and planning to promote and centralize it in Hi-tech Agriculture Park with perfect facilities for management.
