Local wisdom in the transformation of the rural landscape— A research on the spatial production of “ Dajia Recreational Farm ” / 農村地景變遷與社區在地智慧--大甲鎮休閒農漁園區空間生產之研究

碩士 / 國立臺灣大學 / 建築與城鄉研究所 / 91 / This research is focused on the spatial production of “ Dajia Recreational Farm ”. The policy 「One township one Recreational Farm」 is in response to the WTO impacts on Taiwan''s agriculture. With the development of Recreational Farm, the changes of landscape and agribusiness will transform the economic activities and social relationships in agricultural regions.
Dajia Farmers’ Association began to develop “ Dajia Recreational Farm ” in July 2001. The planners from the Graduate Institute of Building and Planning (NTUBP) were invited to join in the process of planning. The Council of Agriculture of the Executive Yuan highly admired the result of this case which used a participatory planning process. This research discusses some of the essential aspects in the spatial production of the Recreational Farm. The key of the success in this project and its underlying potentials are point out.
This research discovered that during the whole planning process of Dajia Recreational Farm, the interaction between the policy executive, the planners and the local people was essential in the transformation of the rural landscape. The policy executive actively and enthusiastically assisted local residents, and the planners proposed professional suggestions to help decision-making. Meanwhile, The residents showed local wisdom in many respects of living during the time-pressured planning process. With the unconscious but sensitive understanding of the local environment, they came up with many helpful programs and strategies about the spatial improvement, management and future development issues of the Recreational Farm.
According to the research results, not only does the active policy executive can play an important role, but can also learn local wisdom in the wider living context, thereby integrating it in the planning process. Local wisdom reflects a form of grass-roots power which can not be disregarded during the process of spatial production. The agencies of the projects should learn to apply it. It will be an important mission and discussion in the planning profession when dealing with projects such as the spatial production of recreational farm, and in other projects of the transformation of rural landscapes.
