碩士 / 國立臺灣大學 / 森林學研究所 / 91 / The “nature reserves area” can be divided into four different sorts containing habitat protection, educational illustration, academic research and recreation; each of them bears different model and function, according to the land utilizing types and characteristics of resource carried hereunder in the zones to be installed. Hence, during the layout process, we not only have to make various operating and managing styles regarding the category of main facility zone in the park, but also have to consider the sustaining development of resource and the various lifeforms residing in it, in order to satisfy the users in the park.
This article is mainly discussing the pressure faced and the effect caused of operating and managing the “nature protection area” under urban style. We will make our exploration through the policy, administration and relevant codes and regulations, and combine the experience and suggestions offered from local experts and scholars, to build an operating and managing scheme that can be better compliant with biologic reservation. Besides, regarding the operating and managing target under plotting, we will apply the adequate and available operating & managing model, provided to the managing unit as a reference of making relevant plans, projects and budget allocation for the next year. Letting the managing unit makes the most effective utilization on the natural resource and could accommodate to the actual demands.
