The title of this thesis is “The study of the development of Shanghai’s financial center”. As to methodology, the author relies on comparative research, literature review and the interviews to discuss the conditions and the challenges of Shanghai’s development of international financial center. In addition, the author also compares Singapore’s experiences and conditions as the development of international financial center to understand the necessary conditions of international financial center.
The main discoveries of this study include the following：
（1） Four state-owned banks’ problems such as bad debts、government’s interference etc restrict the development of Shanghai’s international financial center.
（2） Whether Renminbi can be exchanged freely has become one of the important indexes about Shanghai’s development.
（3） China’s financial laws are still not complete, it will influence the development of China’s financial market.
（4） Corruption problems are serious, it will influence political and economic environment and impede the establishment of international financial center.
（5） Government’s administration efficiency is not good; it will retard the development of international financial center.
（6） Shanghai international financial center’s software foundation is not enough.
（7） The establishment of outer-border financial center will accelerate the development of Shanghai’s international financial center.
（8） GATS’s five principles will lead China’s financial market toward to more internationalization、liberalization、transparent、fair and legalization.
Since China decided to develop Shanghai to become international financial center, Shanghai’s software and hardware has obvious increased, but it also has several challenges as mentioned above. Before China’s lack of examples and experiences, it had better to consult others, especially Singapore’s international financial center to reduce mistakes and errors.
