Abstract
Shipping industry is a great strength to promote international trade, prospering business and industry, developing national economy, and expanding nations’s reputation. Therefore, major economic states in the world are also major shipping powers which, are all making efforts to extend their shipping industries in order to make people’s livelihood rich and happy. Also, this goal coincides with DR. Sun Yat–Sen’s People’s Livelihood (Ming-Hsien-Chu-I) of The Three Principles of the People.Shipping industry combines the Characteristics of intensive capital, technique, information and worldwide competition. During the peacetime, it cooperates with the economic development and international trade of the state, but in the war time, it can backup the national defense logistic operation, especially Taiwan is situated the key position of shipping and military strategy, which, It is necessary that the typical island economy should depend on international trade, lnhere, the shipping poliey is worthy of being studied.
It is important for compliance with the International Convention on Standard of Training, Certification and Watchkeeping for seafarers, 1978 as amended in 1995, and also the reforms of port management and the establishment of Maritime Poliey Bureau of our country. Then, the execution of Port State Control can safeguard our ports, it benefits to national securities. As a whole, our country can act an important role in the shipping world in the 21st centry.
