Information war is already existed in peace time and is more sever in the war time.The fighting behavior is an assistant role and not the lead role of information warfare which is to deter enemy power in the peace time and to gain useful conditions for victory in the war time. Information war has one character which is the combination of peace and war, military and civilian. The space of information war is not limited within armed forces of both side of the war. The time and space of fighting is almost limitless, covered full spectrum of information space through military and civilian area all over the world. The main point of this thesis in the scope of application is focus on military level research for the application of the information warfare on military strategy.
The content of this thesis is base on PRC’s point of view and also lists foreign scholars’ exams on those of PRC’s point of view.To seek PRC’s information war concept and definitions, information war scope and levels, information war character and instructions, information war application and developments, also talks about the changing of the thought of the instruction of information war and to reach the goal of conquering the enemy without resorting to war. And by this content analyzes PRC’s information war theory structure. Try to analyze the linkages among “PRC’s military strategy thinking, asymmetric warfare viewpoint and information deterrence strategy” these three elements. And interpret the military theory of asymmetric warfare, information warfare, acupuncture warfare and unrestricted warfare under PRC’s high-tech conditioned local war.
Under PLA’s instruction of “technology will empower military force” the PLA’s information warfare base construction, offense and defense capacity and the mode of seizing counter-information power, all these have remarkable success which can be judged from those aspects like their military exercise on the net, technology empower armed forces theory and the building up of cyber force service. According to the enemy threat we planning our electronics warfare and information warfare structure and the expectant efficiency, draw the future scenario, set up correlative development strategy and the progressive activity, create electro-magnet and information superiority, empower communication-information security to reach the goal of “Defend big with small, and fight strong with weak”. And prevent future security from the military conflict of Taiwan Straight.
