The operation of New & High Technology Development Zone in Mainland China: Using PeKing and ShangHai area for comparisonand analysis / 中國大陸高新技術開發區運作之研究:北京與上海地區比較分析

碩士 / 淡江大學 / 大陸研究所碩士在職專班 / 91 / The development of New & High Technology Development Zone (abbreviated as NHTDZ) in Mainland China is a crucial strategy of the policy in upgrading high tech industries. The NHDTZ is proposed to target inward investment of high tech industries. In early stage, Mainland China developed its high tech industries (mainly IT industry) along provinces such as GuangDong (the Delta of Pearl River). However, the inward investments from Taiwan and other foreign countries are moving to other areas such as the Delta of YangTse River (e.g. PeKing, ShangHai, etc.). Besides, the scale of investments is getting bigger and bigger.
The purpose of this research is to study the current policy and environment of Mainland China NHDTZ. Using PeKing and ShangHai area for comparison and analysis and methodology of SWOT there are thesis as to follow;
1.ShangHai area has huge business opportunities and great potential for Mainland China domestic market. Industries in PeKing area are taking the advantage of having foreign investments into NHDTZ, completing its industries’ supply chains. Confronting the situation, it is believed that Taiwan companies should take the position in time, form the industry clusters. Thus the clusters formed by local companies supported by foreign companies from other countries won’t be the threat to Taiwan companies.
2.To date Mainland China is aggressively expanding its capital market. Both PeKing and ShangHai area have multivariate ways of gathering funding. Taiwan government should encourage Taiwan companies implementing the situation for reducing the money shedding from Taiwan. In addition, it is right time for Taiwan government to re-consider the OBU policy for setting up a more effective, secure, liberal mechanism for capital flows. By this, at one way Taiwan companies can send back the money that they gain in Mainland China. At the other way, Taiwan could be the springboard for foreign capital to access Mainland China market.
3.The supply chain of NHDTZ in ShangHai area is getting mature and well established. With the injections of Taiwan companies, industry clusters in local is competing with Taiwan sharply. How to take good use of the market and resources are the issues Taiwan government should value seriously.
4.PeKing and ShangHai NHTDZ are the key points for Mainland China government to attract foreign inward investment. Mainland China government uses them to compete against HsinChu Science Park (HCSP). Although it is not yet the right scale for those NHTDZ to compete with HCSP. However, in the near future when the supply chain of the areas competed, with abilities in developing high end product and manufacturing, Taiwan companies will be impacted. How to take the current lead and keep moving forward are the aspects both Taiwan government and companies should be alert.
