The Enactive Policy of Cross-Strait Exchange and its Influences on Security of Marine Boarder in Taiwan—Case Study on Kinmen / 現行小三通政策與海岸國境安全-以金門地區為例

碩士 / 逢甲大學 / 公共政策所 / 92 / For decades, the political conflicts between Taiwan and China have been a serious threat to whatever economies, diplomacy or world peace. Today as trade, business, tourism, relative- visiting, cultural exchanges and other private contacts between the two sides are rapidly expanding, which strongly relies to the Taiwan government announced two important policies which, are firstly the end of cold war and ministry administration on Kinmen in 1992. Secondly the terminations of the Period of National Mobilization for Suppression of the Communist Rebellion, and The resumption of private cross-strait exchanges began in 1987 when the government allowed citizens to visit their relatives in China.
In order to stabilize cross-strait relations and achieve economic prosperity of the islands, the government has implemented a pilot policy ” Mini-three-links” on Kinmen and Matsu area in 2001.
During the past three years, many cross-strait policies have been introduced as concrete expressions of goodwill, including the opening of the “Mini-three-links”(direct transportation, postal services, and trade between China and the offshore islands of Kinmen and Matsu). Expanding the functions and scope of the offshore shipping center (for transshipment of cargoes from China). The system brings more business transaction because it reduces instances of smuggling between them and china. It, therefore, emphasizes the kinmen’s potential of becoming an important trading center.
However, the criminal affairs are rising relatively when the increasing contacts between Mainland China and Kinmen, for example: weapon smuggling, drugs smuggling, false pretenses, prostitution, and illegal immigrants…etc. From the descriptions above, it gives a clear view on the essential of criminal defense related issues to the involved organizations in kinmen and matsu areas.
This dissertation will consequently focus on looking through the negative aspects caused by Mini- Three- Links policy application, which relatively important to the Taiwan’s frontier security maintenance. In addition, based on the national background, motivation and objective of this project, we state our coastal criminal defense policies from different aspects of Strait policy, national security, Taiwan coastal criminal activity analysis, and economic aspects to analyze and discuss how the Kinmen public security is affected after the “Mini-Three-Links” policy took place, and to examine internal factors that may cause public or national crisis and provide possible long-term solutions. Next will follow the topic how Taiwan and Mainland China could find the best political consistency in future. Such as in preparing With respect to "three- direct- links", overall planning of cross-strait matters is to take place and implementation carried out after cross-strait negotiations.
While implementing significant adjustments to Taiwan’s China policy, Cross-strait relations have thus remained relatively stable. Bilateral economic, cultural, and educational exchanges have continued to increase. Apparently after the concurrent accession of the two sides to the World Trade Organization (WTO). This will benefit the people on both sides, while ensuring peace and prosperity for not just the Asia-Pacific region but for the world.
