The evaluation of management issues for dangerous goods in Taiwan’s Air Transportation / 國內航空運輸危險物品管理問題評估之研究

碩士 / 國立成功大學 / 交通管理學系碩博士班 / 92 / In recent years, Taiwan authorities have made all-out effort to enhance flight safety, but have not paid sufficient attention to flight security and particularly the management issues of dangerous goods. The transportation of dangerous goods may, if handled improperly, jeopardize the security of civil aviation. Therefore, the relevant authorities should meliorate the deficiency in the management of dangerous goods by focusing on the management issues, and not just on the crisis management.

  This study primarily investigates the management issues in the transportation of dangerous goods, and proposes a survey framework to evaluation the management issues. This study first identifies 17 management issues in Taiwan’s flight transportation settings, which are collected from
review articles and from interviews with experts. These dangerous goods management issues are then evaluated based on four evaluation criteria: importance, urgency, effectiveness, and feasibility, via an expert survey process.

  To help experts evaluate management issues with respect to four evaluation criteria, two different survey assessment techniques are used. First, the relative importance of 17 management issues is assessed by using a hierarchical pairwise comparison approach. To better reflect the inherent and imprecision involved in survey process, the ratio scale is represented by triangular fuzzy numbers. Second, the urgency, effectiveness, and feasibility of these issues are assessed using a set of self-definable linguistic terms, represented by triangular fuzzy numbers.

  This study suggests that the top five priority management issues in the transportation of dangerous goods in Taiwan are insufficient detection of hidden dangerous goods, insufficient laws and regulations, lack of certification of inspection staff, equivocal responsibility of the authorities concerned, and lack of dangerous goods inspection organizations. The result of this study
provides useful insights for the authorities concerned to manage the issues in the transportation of dangerous goods.
