But lottery tickets have dispute of the gambling, how to alleviate the morals dispute in the society, build and can make a profit to construct steadily and surely further, and can be issuing systems of lottery ticket accepted of the people, it is the question that every country must face . In China, until late Qing is it exposed to lottery ticket extensively to begin, though in Guangdong have Wei-Shin lottery, but the most popular lottery which came from Philippine.
