碩士 / 國立交通大學 / 土木工程系 / 92 / In order to promote the quality、function、safety of the project, Taiwan High Speed Rail and Kaohsiung Rapid Transit projects adopted Independent Verification and Validation(IV&V) regulation. Our country lacks for laws and the IV&V execution. According to the situation, this study has reached the following purpose: 1.Collecting the issues of setting up IV&V system. 2. Quantitating the urgency and feasibility of these issues.
This research use three methodologies including :Surveyed literatures、Expert interview、and Fuzzy Delphi. This research designs the questionnaire survey, by consuling fourteen experts. After two rounds of questionnaire survey, the opinions of these respondents had become converged.
This research concludes that there are nine main issues while setting up IV&V system, including: (1)legislation.(2)Evaluating the necessity of IV&V.(3)Promoting the ability of Verification and Validation.(4)Assuring the fairness and independence in carry out process.(5)Conceptal education.(6)The ability and the responsibility of the third party.(7)Standard of checking.(8)Communicating with subcontract.(9)To distinguish between IV&V and project management.
This research also to carry out the following programs to deal with the mentioned issues, including: Setting new laws、Perfecting the contracts、the proper time of the thirty party involvement、Setting up professional verification and validation organizations…and so on .
