ABSTRACT
The changeable environment of marine construction and the complexities
involved make control of project quality, schedule, and cost difficult. Due to
the existence of many uncertain factors, project cost estimation has to take into
account the risk of losses and extra costs, the evaluation of which is most
difficult. Dredgers are the main equipment in dredging, with various backup
vessels and attachments. Dredger operation at sea involves numerous risks and
requires highly specialized skills and experience. In recent years, most
large-scaled dredging projects in Taiwan concentrated in the central-western
waters, with sand taken from the open sea (2 kilometers offshore). Related
risks soar when working in such coverless waters, which can be categorized as:
A. The meteorological conditions at sea
B. The hull and attached machinery
C. Pipeline losses
D. Sand losses in the filling area
E. Others
This study analyzes the above-mentioned risks and quantifies the chances
and losses into amounts of risk cost, in examining the impact of risks relating
to dredging in the western waters of Taiwan on construction cost. By applying
the risk analysis results to risk management, measures to counter the identified
risks are proposed; in the meantime more reasonable targets for contract
scheduling and cost budgeting are set up.
The risks at sea are not unchangeable. Operating in a different area or
using different equipment, the risk influences will be different. For example,
the risks involved in dredging a harbor will be totally different. Hence, risk
management for dredger operation has to be adjusted according to a proper
evaluation of the risks faced, avoiding losses resulting from misjudgment.
Therefore, a well-managed marine construction organization ought to establish
databases on risks involved in dredging in various areas, to facilitate risk
evaluation and risk management in a professional manner so as to make sound
judgment and dispositions.
