This action liberalized an open networking market for the telecom industry in Taiwan.Actually, the government did not organize a suitable underground conduit issue to meet customer service requirement for the fix-line companies except the CHT telecom.However,the Rain-Sewer cabling construction has been recognized as a critical solution being concerned by the public.
Unfortunately, this solution was againsted the rule, except cable TV company can be permitted. Regarding to the cabling messes up around Kaohsiung city,an establishment of database system for the rain-sewer cabling allocation and construction should be required for the urban planning of Kaohsiung city.
T company was selected as a typical case in this study. GPS technology was also applied on the implement of conduit on-site survey. A main GIS database system set up by using the data collected from the GPS survey and system programming language developed by ArcObject which is one of ArcInfo GIS software .This database system is an user-oriented interface inquiry system based on the GIS platform and environment.Also ,the real time information can be catched up by PDA.Hopefully,the system developed for the rain-sewer cabling construction management can be expected to benefit the maintenance, management,designing and planning of underground conduit networking system in the near future.This database system will be used as a reference for the government to process and evaluate the allowable situation for the underground cabling construction conducted by each telecom company.
