The Evaluation of Facility Layout and Operation Strategies for Exclusive Container Terminal—Case for Port of Kaohsiung / 貨櫃專用碼頭設施配置及營運策略評估之研究—以高雄港為例

碩士 / 國立海洋大學 / 河海工程學系 / 92 / Taiwan is an island and the development of its economy relies upon foreign trade. Most of our foreign trade is through marine transportation. Therefore, harbors play an extremely important role on our national economic development. There are many factors affect port capacity, such as port facilities, berth handling equipments, cargo handling policy, port operation policy, ship size, volume of cargo handling, etc... The performances of a port directly affect the development of the port and indirectly affect the growth of a country. This study aims to probe into the planning, layout, and management of a container port, with port of Kaohsiung as example.
In this study we plan to find out the best improvement strategies for container ports in the aspect of facilities and management, under the following three conditions: 1. moving the wharfs 2. not moving the wharfs and 3. transforming exclusive terminals into container terminal operators, which will be evaluated through IND index, carried out by a port simulation model with the Fortran computer program language. In my study we finally found out most of container wharfs in port of Kaohsiung rented by carriers, maximum effectiveness is achieved through increasing cranes. Since not every container port rented by a carrier is located in the same container terminal, gathering all container wharfs in the same container terminal and on the same line may help to increase effectiveness. Besides, if the carriers in the same container terminal are willing to cooperate and integrate, the number of facilities will be reduced and effectiveness increased. This result exactly corresponds to the real circumstance of the current strategic cooperation of carriers in port of Kaohsiung. Finally, this study suggests that authorities of port concerned to conduct future researches of different types of ports and management strategies by means of the model constructed in this study.
