碩士 / 國立臺灣海洋大學 / 航運管理學系 / 92 / The Internet technology develops rapidly in recent years and thus it gradually replaces the traditional pattern of trading, which is usually proceeded through oral or writing. It is so called “E-Commerce”. The Comité Maritime International (CMI) framed CMI Rules for Electronic Bills of Lading. It has established the model and status for electronic bills of lading. In the age of e-commerce, maritime business needs to cope with those changes of traditional patterns in order to provide better services.
Electronic bills of lading develops, gradually, in the past years, although a technology that was not yet mature completely, it has brought about many essential benefits. However, it has also resulted in the questions of risk management relating to the adoption of Electronic Bills of Lading. This topic comprises the legal status of electronic bills of lading, network security, certification authority, encryption and decryption, the country’s digital difficulties, right and obligation, and trust internet business transactions. In order to solve these questions arising from using of electronic bills of lading, one must consider how to adopt suitable measures to effect an efficient risk control.
Risk management is a scientific approach to dealing with pure risks by anticipating possible accidental losses and designing and implementing procedures that minimize the occurrence of loss or the financial impact of the losses that do occur. Therefore, it is important to apply the concept of risk management and adopt the feasible methods by virtue of recognizing and discovering any risk of electronic bills of lading and to prevent the risk.
This thesis explores risk management relating to the adoption of electronic bills of lading in maritime business. It aims to look for the measures to manage risk of electronic bills of lading, in order to obtain the benefit of electronic bills of lading.
