For a sake of improving operating framework and promoting international competition, Taiwanese government adopts a fishery licence system to control the fishing effort, a restriction on building vessels to control the total number of vessels, and an elimination and construction system in connection with fishing vessels for restricting total tons of fishing vessels to extend the vessel scope.
As a view of reducing fishing capacity is required among internationals, our country has been taking a policy of licensing management which seems as a prophetic vision. It will be more scientifically to support the idea by periodically reviewing every five years and drafting out a proper vessel number for all kind of fisheries. It is an expediency to operate FOC vessels for the trend of time and benefit. However, under unwarranted strict requirement for international resource conservation and sustainable utilization, it is hard to continue the same operation. Thus, it necessary to make best decisions for operating FOC vessels as soon as possible to avoid a severe loss as well as loss of reputation.
