碩士 / 國立臺灣海洋大學 / 環境生物與漁業科學學系 / 92 / Keelung not only serves as the fishery center in north Taiwan all the time, but also an epitome of the fisheries development in Taiwan. However, now that we are confronted with some serious problems, they need to be solved and transformed. These problems include the collapse of trawl fishery, restriction on operation fishing ground, the re-shaping of Jhengbin fish market and Kanzaiding fish market, the multi-purpose fishing ports, and relocating the Mainland’s fishing labor on coast. Therefore, this study firstly grasps the features of the phases in fishery development, applies the SWOT analysis to make up the strategic planning, draws on collective wisdom and absorb all useful ideas by using the methods of questionnaire from the industries. Finally, three strategies and 11 necessary measures are also drafted for the implementation of these courses and for sustainable development of fishery in Keelung.
