Fishing vessels and fishermen are two major factors of production in offshore fisheries. Therefore, to provide a safe working environment and avoid accidents is an important concern for the sustainable development of ocean fisheries. However, recent statistics indicate that the number of fishing accidents has remained at a certain level and has shown no sign of reduction. As fishing accidents may cause body injuries and property losses, they may inhibit normal development of the ocean fisheries. Therefore, it is of great importance to effectively prevent the occurrence of fishing accidents. Fishing accidents caused by natural factors such as typhoons and big waves however can only be reduced to a minimum level under the present technology and cannot be totally eliminated. It is necessary to rely on fishing vessel insurance to reduce the risk and the loss of accidents.
In this thesis, we analyze the published historical data of fishing vessel accidents with an aim to understand the proportion of each type of accidents, the damages they create, and how they may occur. Further, we conduct a questionnaire survey of fishermen and the owners of fishing vessels. The purpose of the survey is to gather data on the operation of fishing vessels. Using the result of the survey, we then investigate various types of accidents, safety measures in fishing operation, the ability of fishermen to cope with accidents, working environment and the present status of vessel insurance and the problems associated with it. Finally, we use the result of our analysis to draw a few conclusions and suggestions for the government and fishermen on how the counter-measures to minimize these accidents, the structure of labor and the vessel insurance system may be improved in the future.
